Let me start by saying that the policy was an effort for China to provide for the more than 1.2 billion souls there now. China instituted this policy to last for one generation and it doesn't effect some races inside China. As for my thoughts, while I don't condemn China's policy, I certainly don't agree with the idea. The better thought would have been to better educate and provide opportunity for it's rural population, which is where the main growth is happening.

The sad thing is that many would love to have large families. Many parents and grandparents think about their families with fond memories - the one child policy has produced a generation of extremely spoiled and selfish and self- centered people. Now, I am not saying every person is like that, but a great majority are - and since they only have one child - their world revolves around the child, who doesn't realize, understand, or maybe doesn't care about the sacrifices, that their parents, or grandparents have made for what they are enjoying now with all the new freedoms especially in the cities.
The countryside, is where a lot of the families are larger, and the children do not have the opportunity to receive a decent education, or have opportunities such as the children who live in the cities do.
Some parents are older, and need several children to help the family maintain and not end up begging, the care takers become the children, and having several eases the burden overall.
The government has difficulty enforcing this policy -and sometimes they send out their patrols to communitites to rattle people - and yes, as others have mentioned, if you have money - well, rules can be bent.
Actually, even some of the leaders have more than one child.

I am in China right now, it's a good idea. Really, in 50 years the population went from 300 million to 1.3 billion, something has to curb the growth.
However (this is China, there is always a however)
Nobody pays any attention to the law (basiclly any law). Most people I have met have more than one child. In the country side they are allow 2 if the first is a girl but not in the city. Well, these people are in the city.
The thing you must understand about China is if you have money or the right connections then anything is possible, people are corrupt and lazy here. Every once and a while the central government tries to shakes things up but other than that, as long as you don't piss the wrong people off you are safe.
It's a big problem and it's really not helping the gender imbalance. The poor people (a good portion of China) has to be forced to have abortions while the rich class keeps growing.

If China had not put the law in place there would be 400 million more people there, or 100 million more then the total USA population in a land mass roughly equal to the USA with less arable land.
Population
China 1.3 billion
USA 3 million
India 1.1 billion
Birth Rate
China 13.45 births/1,000 population
USA 14.16 births/1,000 population
India 22.69 births/1,000 population
(sources, CIA book of world facts)
Obviously economics and family planning are not working well in India compared to the USA and China's law, therefore, India will surpass China in the next decade or so in population.
It was customary to have anywhere from 5 to 10 children per family prior to the law being enacted in China. Obviously education would not have been enough as the problem had become dire when the law went into affect. To change society and culture overnight could only be done through law. Now the people seem to understand the responsibility of having small families.
The law effects city dwellers more then those in the countryside where they are allowed 2 to 3. Some religions are exempt from it altogether.
There are problems with the one child rule, such as gender selection. According to the CIA book of world facts, the ratio at birth is 1.11 males to every female. Overall, it is 1.06 males. The USA it’s 1.05 males at birth and 0.967 males overall. Worldwide it is 1.07 males and 1.014 males overall. Beijing has taken notice and recently outlawed gender selection and limited the use of sonograms.
The one child rule is widely disregarded in cities were those that can afford to pay the fines have more then one. However, forced abortions could be construed as correct if a family (or woman) can’t afford another child, then she must get an abortion or face an expensive fine. Because of this, Beijing has recently started a campaign that ostracizes the rich who circumvent the law through paying the fines.
Signed an ex pat from the USA who lives in the heart of China and unlike many in the west, including many here, have done research that is freely available on the web to come to the conclusions above.
Peace

i think it is a great plan to control the population. In fact, the government gives people benefits for families who only have one child. From what I know, if your first child is a boy, then that all you can have. But if your first child is a girl, then you can have a second child as a chance for people who want a boy. Im the one who is beneficial under the rule because im an only child. More people means less arable land for farming and will cause shortage of providing food to its population and that is why the average age of population in China is relative high because in my grandma or my mom's generation, people can have 9 or 10 children in one family. To this generation where these people gets to retire age, the government needs to pay out tremendous of money to pay for their retirement and healthcare. So the government hope that they only need to pay this big amount of money now and hope this generation who is under the new rule will loose some of the pressure on the fiscal reserve
