Yes, but you have to realize magic does not work like it does in the movies. What you are doing is trying to sway events. The harder the event is to change, the less chance a spell is to work. You also have to realize that at one time in English culture, spells were tied to religion. First the ancient Germanic religion, and then Christianity. So they were essentially prayers as much as spells. Therefore, many modern spells may not work. Afterall, some researchers have shown that prayer works, but I know of none that have shown spells do.

To paraphrase Aleister Crowley: Magic is the art of effecting change in accordance with will. Magic and prayer are, at their heart, the same thing. It is a way of phrasing positive mental reinforcement to effect a change in yourself, or your environment.
A spell is best phrased in rhyme, in order to fix it in your mind. According to some beliefs, anything sent out in a spell is received back three times greater - so care is needed when casting. Do no harm in your casting. Love spells act against someone else's will. They are therefore considered harmful.

Nope. If somebody casts a spell of some sort and then sees it work, they are witnessing nothing but coincidence. If magic and spells worked, everybody would be getting their hands on some of that, and scientists would be testing the theories, and physicists would be clamoring about to figure out how such things could possibly happen.

Yes, they do exist, but the Bible warns us to avoid them.
(Leviticus 19:31) “‘Do not turn yourselves to the spirit mediums, and do not consult professional foretellers of events, so as to become unclean by them. I am Jehovah YOUR God.
(1 Samuel 28:3) Now Samuel himself had died, and all Israel had proceeded to bewail him and bury him in Ra′mah his own city. As for Saul, he had removed the spirit mediums and the professional foretellers of events from the land.
(2 Chronicles 33:6) And he himself made his own sons pass through the fire in the valley of the son of Hin′nom, and practiced magic and used divination and practiced sorcery and made spiritistic mediums and professional foretellers of events. He did on a grand scale what was bad in the eyes of Jehovah, to offend him.
