It's not a saying - a saying is like 'a bird in the hand is worth 2 in the bush' 'too many cooks spoil the broth' etc. A bird of prey, is a bird that preys on (hunts) small animals or other birds.

This is not exactlya saying , it is more of a phrase.
This phrase when used in sentences with reference to some other subject, may mean that the person is very lethal or dangerous
