I would say no - I've never heard of such a thing.

I think it depends on the situation, but generally I'd say yes. Unless the guy's a real cornhole or you're counting out pennies just to pay for the tow, you should tip the guy. He's doing more labor than, say, a Starbucks worker (where they love sticking the tip jar in your face) as well as giving you a free ride more often than not. I'd also tip extra if the weather were bad or if it was a holiday (or even a Sunday).

If it's after hours I would tip the guy. I had AAA come to my work once to jump start my car. Turns out there was nothing wrong with the battery--it was some problem with the wiring, and the guy fixed it in about 5 minutes. He didn't charge me for the service call (I don't know if it's still like that, but AAA used to charge a flat rate, plus so much per mile over the stanard 10 miles, or whatever it was) so I gave him $20.00 anyway. It was snowing that night, too.

As a rule, tow truck drivers don't make a lot of money..unless they own the truck and the service. They usually work for someone else, drive in a smelly truck, lay on the ground for the hookup, get hollered at for taking too long and the boss pays them as little as possible.
I never drove a tow, but i sure appreciate what they do for us. Why not tip them? It will buy them coffee and make them feel appreciated for that day!

No.
If they are towing your car because it is being towed and you don't want it to, there is always the tip of the finger.

If you feel like it, do it. Don't feel obliged... but they are low paid and work really hard in inclement weather. So if they go out of their way to secure your vehichle AND your safety... why NOT show your appreciation? It's the classy thing to do.
