Absolutely if the service was less than desirable. Why have you visited IHOP lately and had to wait an hour and half for breakfast as you food sat waiting on the counter waiting to be picked up? Then only to have the waitress/waiter say "oh, it just showed up." Um, really? We can see the food sitting there.
My opinion is this, you accepted the job making $2-3 an hour. If your service to me is poor then you have made the decision that you don't care about my needs. Why should I care that you didn't earn my tip? It is not like I am asking you to do anything that you weren't hired to do which is serve me my food and replenish my drink. I work hard for my money and others should do the same. I will cut you a break if I honestly think you are trying. I know the difference and factor that in. If you out and out lie to me, the manager will be getting a piece of my mind such as the case of IHOP. I went once and they did it, okay maybe they were busy. The second time they did it, I had to pull my hubby off the ceiling.
I generally tip 20% if the service is good. Very few occasions have I walked away without leaving one.

If it's about service -- maybe. But how busy was the server, was he/she new to what serving? Is the whole place chaotic? If it's about food, atmosphere, etc. (things out of a server's hands), not so good -- talk to a manager instead.
Servers make just a few bucks on the clock, ($2.something now with the "mininum wage hike"). Tips have to be claimed, and while only 8% of sales need to be claimed, if a server hasn't made 8% that night, they are claiming more than they sold. I carried around a Non-Negotiable check which was for $0.00, and showed a few people when they were curious about the restaurant business. That's what I got from the restaurant I worked for after taxes, etc. Income for servers is almost only based on tips. And I had NO benefits in any of the places I worked. Paid vacation? No way.
If you have a server who needs some help or seems to not understand how to work a table -- do him/her a favor and leave a note with a buck or two on what they can do to improve. Most time new servers just are too overwhelmed to be very attentive to a table.

Yes it's ok to not leave a tip. I only tip if the service is good. This whole "feeling obligated to tip so you get great service" thing is bull. Waiters/waitresses know about the wages so they shouldn't gripe if they don't make as many tips as they would like and they shouldn't take it out on the patrons that don't tip. My husband and I work very hard for our money so a waiter/waitress has to impress me before I just hand over more money. I know they work very hard too but that's their job. I was a waitress and the reason I quit was because it didn't pay enough. Simple as that!
Now I am a dog groomer and yes I accept tips. I have customers who always tip and some that never tip. It's not a big deal. I do just as good a job for the people that don't tip as for the people that do. That's the way it should be for any job. Do your best and be happy with that and if you don't like the job then find another one.
Sorry I went on like that but it irritates me when people complain but don't do anything to change the situation.

All depends on where you are. Most places where a tip is expected, the waiters/waitresses only make $2 - 3/hour. If they don't make minimum wage when tips are combined, their boss has to put it in.
10/15% is a good way to go. The better the service the more you give. :)

Since servers depend on tips to round out their wage, the only way not leaving a tip would be acceptable would be for extremely poor service. If that is the case you need to speak with a manager.

Depending on the service. But usually I leave a 10-12% tip. And if the food was really great, I tip to cook.

Well its Okay, but its not nice. But maybe its your style just not to be nice. Or put in a better way, you want to be fair and if you tip one you have to tip all, so you dont tip none to begin with. Its all good... but trust me tipping your server pays off. He will try his best to give you the best service, or pick the best of the products to give to you. Even the smallest tip does the tip.
Also, if you are a regular customer to a store, tipping does pay off in the long run.
Others have mentioned that if the service sucked they dont mind not to leave a tip. But let me add, sometimes servers give bad service when its totally out of their control to do any better. But if you leave a tip anyways, it shows that you understand and appreciate whatever little service that you recieved. They will make a note of it and try their very best to give you the best service next time. If anything, atleast it will put a smile on his/her face after a long hard day.

I think it kind of depends. I've always been a big advocate for tipping and putting myself in the servers shoes. They earn really next to nothing besides tips and get taxed on tips whether they actually earn them or not. After reading the book "Nickel and Dimed: On (not) getting by in America" by Barbara Ehrenreich, I started to understand that many servers are working poor and have other jobs as well as their server jobs and really barely make it. I'm sure servers at high end restaurants should have much higher standards and their tips should be much more based on service. Well that's my two cents anyway...

No..
Even if you got bad service.......the tip is usually a reflection of the service........
A very small tip would let the server know that he/she should get on the ball.
Of course, some people are just stingy even when they've received excellent service.

If you have really bad service I say its alright to leave a less then normal tip, but not leave no tip at all. People that get tips for work don't get paid a lot of money on a pay check doing what they do and they really rely on tips to make good money. If you have a server who works their butt off and provides you with good service then you should leave them a tip because after all they deserve it.
