Well, without knowing the history, and he is itching all the time, it is one of 3 things. The first obvious answer is an allergy of some sort. The second is some sort of mental issue. (thats not to say he isn't itching, but that is to say the mental issues is causing the itching.) The third is probably the worst diagnosis, but it sounds like a nerve issue and if he feels like he is not getting any help from a general physician, he should look into this, because I would hate for a constant itch turn into a constant soreness.

I recommend him going to another doctor. It initially sounds like scabies but it would have spread to other people. It would seem it would be impossible for him to live for 2 years with that though. I would recommend him trying the remedy for scabies which is premitherin 5% cream. It is by prescription only unless he buys it online from a reputable dealer in Canada.
