If your car is licensed in Illinois, you must have both a front and back license plate. Police do give tickets for not having the plate (my father received one some years ago when he broke off the front plate on a high curb).
If your car is licensed in a state which does not require a front plate, then you do not need to have a front plate in Illinois.

All motor vehicles registered in the state of Illinois must have a front and rear license plate, with the exception of semi-tractors, which have only a front plate, and motorcycles, which have only a rear plate. Yes, you can receive a ticket for Improper Display of Registration-No Front Plate. Yes, we actually give tickets for this, usually to people with fancy cars that believe that the front plate "spoils the aerodynamics" of the car.

Both plates are required . We have a number of people who try to use the second plate as a rear plate on another car. They don't like it when they get caught. Plus you are inviting a probable cause stop when the plate does not match the vehicle.
Only time I've seen tickets given for that is when, as in the above example, someone is trying to get out of paying for a second set of plates. Then they usually get hammered on worse charges.

Cars, trucks and vans must display two plates, one on the front and one on the rear of the automobile in IL [n ya i'm frm IL]. Now if cops will give u a ticket, i guess that really depends on the cop, but they could, since we are required to have both plates.

The above answer is right on... You are infact required to have two plates on the vehicle in IL. Some states do not require it.
As for the second question... They could write you but why give them a chance to.
