if my 13 year old sister, is registering for a passport, will she need a photo ID to get it. shes got everything else, but when she goes in to mail and sign the application, she doesn't need a state ID, does she?

This ought to answer some of your questions and point you in the right direction for more information. good luck and have fun! Remember, Passports are taking anywhere from three to five months right now unless expidited. I have more on this if you need it.
All children regardless of age (including newborns and infants) must have their own passport.
For proof of citizenship, you will need to submit one of the following:
Certified U.S. birth certificate ; or
Previous fully valid U.S. Passport; or
Report of Birth Abroad (Form FS-240); or
Certification of Birth Abroad (Form DS-1350); or
Certificate of Citizenship or Naturalization from USCIS.

NOTE: A certified birth certificate has a registrar's raised, embossed, Impressed or multicolored seal, registrar's signature, and the Date the certificate was filed with the registrar's office, which must be within 1 year of your birth
A Delayed Birth Certificate filed more than one year after your birth may be acceptable if it:
Listed the documentation used to create it and
Signed by the attending physician or midwife, or, lists an affidavit signed by the parents, or shows early public records.

Take along her social security card. But I don't think that a state ID is necessary. Any good photo ID should work, even a School ID.

I don't thinks so. Check the application or go on State dept's website because they should list what a minor should include to support their citizenship. I would think a birth certificate and a social security card. I updated my passport after I was 18 so I can't really help too much.
