I'm not sure what the question is, but assuming that it's their property and there aren't any laws in your community against it, they can pretty much do what they want.
You could try asking them to take them down and get a group of neighbors to do the same. That might help.
Still having their lights up doesn't automatically make them lazy. Maybe their priorities are just a little different.

Some say lazy, some say smart.
If I was going to be putting the same lights up next year I would likely leave them up too.
Then I would only need to plug them in and maybe change a few bulbs.
This would give me time to drive around running errands for all of the fools who fell off their ricketty ladders trying to take down and put up lights that they did not need too.

Well ... maybe it is because they are just lazy .. but I tend to think it's because just maybe they are like me .. I happen to like seeing them year around ... clear and colored bulbs .. whats it hurt to have that christmas spirit all through the year babe? I wish people had more of that kind of feeling year around .. ya know?

If it's just plain white lights what's the problem? A lot of people have white lights out in the summertime. If they have big colored bulbs and inflatable snowmen out then that's just weird.

Disrespectful to you as a neighbor.
May want to mail them a card, and tell them when the holidays are. zzzzzzzzlol ( Maybe they feel asleep)Do not hurt their feelings.

and THIS is a problem to you HOW??? We all have enough to take care of in our own life to judge others that way. It may be laziness, so pray for them, I have seen ppl who have a hrd time putting them up and taking them down due to illness, and they end up leaving them up all the time to make it easier for them, many reasons besides just laziness.
So pray for them, and better yet, why dont you offer them your help. they may need it . Many ppl leave them up as its almost impossible to take them up and down, due to illlness and disease and disabilities, Instead of judging them, offer to help them. If you ever need help, maybe somone wil help you. New thinking?? Its ok, spread the good news. we are to be like Jesus and if we arent we will be lost. Do for others what you would want done for you, and God will take care of you if you believe in Jesus and follow Him.
Your choice. HOw you judge others and do others, is how God will do you. I pray the world will hear in time to accept Jesus. HE is coming soon, and we need accept Him before He comes again or we die, as then its too late.
