Nope, it's a scam. I've gotten the "winning" email lots of times. Sorry.
If you respond, they'll tell you that you need to send a "courier fee" or delivery fee to get your prize. If you were silly enough to send the fee, you wouldn't see your money again, or your
prize.

The saying is "if something looks to be good to be true, then it probably is".
Usually with the UK lottery, you have to *buy* a ticket.
Oh, and here in the UK we use pounds, not dollars.
So to answer your question, no.

A quick point, you wouldn't win dollars in any UK lottery, it would always be pounds. to be honest if you didn't buy into any lottery then you haven't won anything, they are just trying to get money out of you. the chances are their wasn't a lottery!!!
