The English

I remember vaguely that some magazine did an experiment on in which countries do people treat eachother as strangers nicest, such as opening doors, helping old people cross the street and things like that- and I think that North America was really high up on the list.
Some Asian countries didn't do very well because in some places if someone offered to help carry groceries they are suspected of attempting to steal.
Sorry if that doesn't help much.

The French. Well, it depends on how you look at it. I see the French as the most fussy when it comes to etiquettes so I guess that means standards are high. If you say something about your food in a French restaurant they reply with "so and so you American Pig." However, the Achilles heel to my opinion is the widespread account that the French don't like to shower.

I consider it etiquette when one makes others feel welcome and good about themselves. It is not etiquette to make others feel foolish or inferior. That is why I cannot people chose England and France. I do not know what nation is the best, but I do not think that U.S. does as poorly as some people may think.

To me etiquette is when someone with poor table manners goes into a restaurant and the waitress treats that person with the same respect she gives all others.
