If you are buying a car from a private party and they claim to not have the title (Some people don't put them in a safe place and get lost) you need to get a signed bill of sale, with the make, year, and VIN # (Inside the windshield on driver side of dashboard). I would get it signed by a Notary Public to make it legal. Some people that claim to not have the title will collect on a car several times and disappear. The seller needs to apply for lost title, and when it comes in the mail (Seller has to apply since the registration is in their name) they need to sign it over to the buyer, and the bottom portion needs to be sent in so they are not liable for any tickets, wrecks, etc.

If the car is new, you can should either get the 'origion` documents from the dealer, or he can go to the MVB and get the title for you, (for a fee).
If the car is used, (Private purchase), don't pay unless you get a 'signed over` title document from the seller along with a bill of sale.
Take those, with your insurance card to the MVB and get Title and tags. You will probably have to pay sales tax at that time.
If you bought something without a title, you could be SOL.
They will do a search, and if it doesn't come up stolen you might get a title.

If the vehicle is brand new, the manufacturer will provide a Certificate of Origin. If it is a used car, the owner will have a title!
You take the CO or title that is assigned to you to your state's DMV or equivalent, pay any taxes and fees, and have a new title issued to you. Some states will give you the title, some require it to be mailed!
