Maybe the sound it makes, or maybe it doesnt like the feel, and like the person said before it probably doesnt feel nice in his ears. Some dogs like it some dont.

Maybe it's not the wind he's afraid of- but the SOUND it makes. Remember; dogs have SUPER sensitive hearing... & they can hear a LOT of things that we- can't. Maybe when the wind blows- he hears something in it that frightens him. Just keep him in the house & give him alittle extra attention on windy or stormy days... -He may grow out of it- as he gets older...

Maybe he doesn't like his ears to be ruffled with or if he is a small dog the wind gives him burns.

Because it was never socialized and learned that the wind is nothing to fear. Not too late to train and socialize you dog.

some animals are freaked out by strange things, the really weird things like that they usaly grow out of, like my cat used to be scared to death of string, and now loves it

well maybe he had a bad expierence when he was smaller if you didnt have him since a baby or if you did maybe you didnt notice
