from personal experiance with the anal attitudes of the army for correct information on forms, i know we got what units signed for. but once it passes beyond our control (ie iraqi army)... well lets just say the insurgents probably have some new toys

It's probably cooked books and posting errors rather that actual missing weapons. For instance they could ship a crate saying 50 rifles were in a box on the paperwork for accounting and the box holds just 20 rifles. The army just counts the number of boxes rather than the number of rifles (who wants to spend time counting 120,000 rifles?) and that's where there can be an error.

Imagine a crooked person in the Pentagon who managed to re-route these weapons elsewhere and come out with a profit.

I don't mean to spread a conspiracy here, but that was the first thing that came into my mind.

Most likely; probably a robbery that happened once the weapons arrived, hosted by the crooked Iraqi government.

Nothing unusal....
Just look at the New Orleans and the spending & fraud there. Some of the arms & armor just got mis coded or is misplaced due to paperwork. Some got stolen & may be on EBay right now as surplus. Yes, the accounting is shoody as well. Happens in all wars.
