Morning and night, but if you plan on only doing it once, the morning is the best time (only so that your breath smells good).

morning and night time. But I only brush in the morning. Night time is a bother for me.

You should brush your teeth after your first meal and right before going to sleep.
If you want fresh breath throughout the day, then brush after every meal.
If you have braces, I highly recommend brushing your teeth after every meal because that will prevent stains.

And don't forget to floss your teeth (you do that right before brushing)! I found out that flossing is just as important as brushing even though it doesn't seem like it!
