the weight of the paper is measured in grams per square meter or gsm. During the time of its manufacture the machine is set to the desired thickness in order to arrived at the weight of the paper say 55 gsm. This depends upon the composition of the raw materials. But if you want to measure the weight yourself try cuting a paper one meter by one meter and put it an electronic weighing scale that is set to grams.

This subject is a mess. The original idea was that 2000 sheets of 8.5 x 11 twenty pound paper would weigh twenty pounds. But that has been polluted beyond recognition, as you will find out if you visit a paper store. Metric designations are more honest.

try folding the paper into a smaller piece and weighing it on an electronic balance.
