Best method I have found, is to clip the legs off the cluster. Then file the back flat. Use only one drop of "Super Glue" and a pair of tweezers. Place it centered on ribbon.
Remember to angle the cluster slightly. If you have other ribbons with multiple clusters. They will be angled slightly. All clusters must be the same. Either straight or angled, and visually centered on ribbon.

I want to piggyback on Dennis' answer. Super glue works but it sometimes spreads on the material of the ribbon and shows around the edges. I prefer a gel adhesive like Shoe Goo. Also when placing the cluster on the ribbon make sure the stem is to the left.

One ribbon with one oak leaf cluster. With all awards, you will need a copy of the orders authorizing the award or at least make sure it is listed on your Enlisted Record Brief (ERB) or Officer Record Brief (ORB). Embrace AR 670-1. It will answer all your uniform questions.
