If you've learned anything with credit counseling, you won't be apply for more credit cards. Particularly the high interest rate cards that will be the only ones you'll qualify for.

You'll need at least 2 years of consistent, on time payment history to get your score to start improving.

It really depends what it is you're applying for. Most banks will turn you down since it will effect your score negatively. But there are always alternative lenders and secured credit cards you can apply for.
