I have a mp4 video that is 653 MB...is there any way to make it smaller? Much smaller...probably no more that 200 MB without loosing quality or sound or whatever?

Not really, but depends. There is no such a thing as unlimited compression with no side effects.

H.264 is one of the most efficient codecs. So here is what you can check:
a) The bit rate of your video (2 Mbits/s)
b) The picture resolution (say 720x480)

To make it smaller you need to do at least one of the following
- Reduce picture resolution (the decoder will scale up, but up to a point)
- Reduce bit rate

No matter what you do you will lose picture quality.
