Is that considered fat or what?

No everyone gets some kind of rolls when they sit down. It's because that's really mostly excess skin. When you stand up and the length of your belly is at its fullest then the skin and fat are evenly stretched. However when you sit down the length of your belly dramatically decreases so the excess skin and tissue has nowhere to go except overlap each other.

Not bad. Yes it's fat and also skin but we need to have some fat on our bodies. The only people I know that don't get rolls while sitting down are either:
1. A young child
2. Very skinny, almost sickly
3. Very muscular athletes that all they do is work out all day

Everybody's stomach does that. Even the skinniest persons stomach rolls when they sit down. It'll happen to you no matter how skinny you are, especially if you slouch.

no, my dear, every single human on the planet has that, if your stomach didnt wrinkle when u sit down, when u stand up the skin and flesh on your stomach would tear compleatly open, and u would die, its compleatly normal, and no offence honey but i think some people may laugh when they see this question

everybodys stomach does that there's this girl at my camp who's 5'1'' and 60 lbs and her stomach does that
