I am not ready to purchase a car, however I figured if I started paying car insurance now, when I am ready to purchase a car I wont have to pay so much to start the policy. Is this true?

Yes, you must have a car. It's the car that is insured, not you. Actually it's the car and you, but the car comes first.

When my car was stolen my agent suggested that I have liability insurance anyway until I bought another car. It was much less expensive than regular liability insurance since it did not cover a specific car. Her reason for telling me that was that if I waited for much time to buy another car that it would save me money when I did buy the car.

It is the car that is insured, not you.
There are personal liability policies that cover you, but they don't fulfill the requirement for a policy on the car.

Some companies do sell non owners policies, but not for your situation. You would not save any money by starting a policy ahead of time, even if you could.

UM, yes you do have to have a car for car insurance, otherwise it would be like flushing money down the toilet, basically a waste of money. There is no truth to your statement.
