The fee for going through the annulment process is based on the costs associated with the particular case. So if you have an easy, slam-dunk situation (like "lack of canonical form") then you pay a minimal fee, something like $200. If you have a more complex situation that requires more study, investigation and such, there is more money spent and so the cost is higher.
Why pay? Because it costs money to have people do the work. Same reason you pay your doctor or your dentist or your auto mechanic.
I'm sure it is very humiliating to disclose details about a bad marriage, same as it is humiliating to tell the doctor you have toe fungus or show the dentist that you don't floss quites as often as you should or allow the auto mechanic to see that you didn't change your oil when you should have. But that doesn't mean that the costs incurred by doing some work for you should not be paid.
You're not paying to disclose the bad situations. You're paying to have work done that will help fix your situation so that the bad marriage is erased from the record book and you can be free to start over.

Nobody has to pay to obtain an annulment of marriage. No diocese in the world maintains a "schedule of fees" for such things.
Having said that, though, there are costs involved with annulment proceedings -- just as there are costs involved with secular court cases. As such, the Church asks the parties involved to help defray some of those costs, based on their financial means.
This is considered a donation -- not a "payment for services rendered." It is entirely conceivable that a person may not be able to pay anything, yet can still get a favorable annulment ruling.

the Catholic church is a business. untill they found out that they could charge people to annul their marriage, divorce was simply not allowed, and if you were, then you were excommunicated.
in the 1600's they spread the rumor that Satan worshipers stole un-baptized babies for use in human sacrifices...then started charging baptisim fees.
and these are just 2 examples. look at the ammount that they take in in tithing alone.

I have no idea, but maybe if people knew that they'd have to do this, they'd be more careful about who they married. I mean, why rush into it?

Coz some human groups have take advantage on religions to make a business of them...that is why I believe islam is better...no people trading with faith
