It only reduces noise to those on the other side of the wall. Concrete will reflect the sound waves, so if you are within the walls it is rediculously noisy. Some other materials will absorb noise, where being within the walls isnt as noisy comapred to concrete. Typically concrete is used b/c it is far less expensive.

It mostly reflects it back or at least up over the house tops so the sound from the highway is reduced.

It reflects back sound which keeps it from traveling at ground level to the other side of the wall. Most of the sound will escape upward where people won't be disturbed by it.

95% reflection 5% absorbtion. These are rough estimates depending on the mix and texturing of the concrete.

CONCRETE JUST REFLECTS IT BACK.
IF THE SURFACE IS ROUGH AND IRREGULAR IT TENDS TO BREAK THE SOUND UP.
