I'm 5'1(40+ years old) and I'm short. What is the maximum height for someone who is considered a dwarf/little person?

People who you describe as "little people" usually have conditions called hypochondroplasia or achondroplasia. These do not just entail shortness of stature, they are syndromes with multiple qualifying factors.
Height in sufferers can vary but usually are below 4ft.
