I am looking for a combination of a good happy hour scene, a reasonable rent, and easy access to metro stations and highways.

That just doesn't exist. If you live in the District, you can get near a Metro station or a bus line. If you want to be near a highway, you will probably have to move into the burbs. Unless you live in the suburbs, you probably won't want a car--driving in DC is a nightmare, as is parking. And what is this "reasonable rent" you speak of?

I live near Adams Morgan. It has a great happy hour scene--tons of bars and restaurants along the 18th Street corridor--but the rents are ridiculously high, it's not that close to a Metro station (but numerous buses go through the area), and it's smack in the middle of the city.

College Park, MD - near the college and plenty of dating opportunities with the sorority girls on UMD campus.

The Connecticut and Wisconsin Ave. corridors also work - many of my former colleagues used to live there when they worked in Northern VA. You can start from DC and basically go out to Montgomery County along those routes.

M Street, or somewhere between G'town and GW campuses. A lot of nightlife and active, fun, friendly, young people.
