If you are talking about taking up CO2 and generating O2 during the day almost anything green will do. If you are talking about avoiding waterways being polluted by silt from excessive runoff then Crownvetch is a good choice - grows easily, looks colorful, survives droughts, and stays perennial green.

Here in California they plant Oleander bushes alongside the roads to muffle noise, be a buffer on the median of freeways and to reduce pollution.

Here in the south the used Kudzu along side of the roads for errossion. It takes over everything.
