It had to do with your availability. That's funny because Target stores are always requesting part-timers for evenings and weekends, and hardly ever full-time, but this may have been the exception.
Remember, next time you have an interview regardless of what your availability is, turn their boring generic questions with great answers. Keep in mind attitude is also an important aspect.

If they were looking for someone full time and you said you could only work part time than yes that would be a factor.
The fact that you don't have much retail experience could have also played a factor as well. How much experience you have in a certain industry does count as factor. They might have found a person who had the experience they were hoping for. Also you say your credentials are ok. Once again that could have played a factor. You just did not have what they were looking for.
You could have not interview well. You pointed out that you thought the interview questions were BS it is possible that you made the interviewer know that by your facial expressions and the way you answer (tone that kind of thing). Sometimes unconsciously we portray emotions we don't want to.

Maybe they are trying to staff up the new store right now and need full time help only right at the start. Wait for things to settle down with the store and try to reapply with them again. The start up of a location is always caotic and crazy. They probably wanted to find people with as much previous retail experience as possible to get things going from the start.

It may have been because you found the questions "annoying and painfully general" and you gave "generic answers." Even annoying interviewers have a way of picking up on someone who doesn't really want to be there and finds the process beneath them.

If they brought up the 'full time' thing twice then it is a fair guess that that was the reason. However, it could be that the interviewer just didn't like you. Ultimately, that often has more to do with getting the job than anything else.

It could be about the full-time commitment, but if you had that negative of a reaction to the interview you probably showed them that the job or company were not a good match for your personality. You wouldn't believe how many ways good interviewers have of figuring out these things.
Don't take it badly. I know plenty of great people who could not get married because they are incompatible. It's like that with companies and employees as well.
