I don't agree with you 2nd link. It's not America's list of terrorist. You want that list, you need to go to the FBI most wanted list and those people are not on it. The poem is someones memorial, and even convicted serial killers have families that love them, so it is not uncommon for them to do some sort of remembrance thing for their love one.
