Here in California, you need to have Proof of Residency, Driver's lisence, Ca ID, etc,.Someone told me there are places you can go they just didn't remember where. One of us is from Cali, and the other is from Mexico. Where can we go to get the marriage lisence paper?

Unless you are an illegal alien you should be able to provide all of those things. Proof of residency is proof that you live where you say you do. Your passport with entry visa would serve as identification.

Neither of you needs to be a California resident, or even from the US to get married in California. "Both parties must appear in person and bring valid picture identification to the County Clerk’s Office to apply for a marriage license in California. Valid picture identification is one that contains a photograph, date of birth, and an issue and expiration date, such as a state issued identification card, drivers license, passport, military identification, etc. Some counties may also require a copy of your birth certificate." No proof of residence, whatsoever, is required. You DO need to prove who both of you are, however. To apply, go to your county's clerk office. A list of them is at the second site below.

# Original or Certified copy of Birth Certificate
# Foreign Birth Certificate (translated into English and notarized)
# Passport
# Military Identification
# Resident alien card

Please know your Social Security Number, since it is required to be on your marriage license. It is recognized that Non U.S. citizens will not have a Social Security Number.

Marriage license requirements for U.S. citizens and Non U.S. citizens are the same. All documents presented must be translated into English. It is suggested that Non U.S. citizens check with your local officials for special documents that may be needed to ensure that your marriage will be recognized in your country.
