You can add several more people to the list. Many of the Pharaoh's, Alexander the Great and countless others. Great leaders who commit evil. If it wasn't those guys, it would have been others. It all goes back to the beginning when Adam and Eve sinned. What did God say? You shall surely die. And that is exactly what is happening. Death is more than taking your last breath. It's also spiritual. But through Jesus you can avoid that. And God has a purpose and time table for the world which, if you're paying attention, is coming about. These men have bought us a step further to fulfilling God's plan, like it or not. And by the way, there is coming another who will make these guys look tame. Like I said, there is a plan and men will be used, one way or the other, to fulfill it. We Christians don't worry about this stuff.

God does not play with man like we are pieces on a chess set. Hitler, Mao, Saddam, Bin Laden were all people who had choices in live. They made bad choices and they will pay for it at some point in time, even more than they already have.

None of these guys was born evil. Free will is one of the laws of the Universe. We are all born with a more or less clean slate and we become whatever we become according to the choices we make.
God does not know everything. For instance God doesn't know if a baby will grow up to be evil or good. God may be able to calculate the probabilities just like a scientist but He cannot know what we will choose until we choose it.

Because he's God.
Ego, pride, and probably fortune were more important to these people than God was. Each man makes his own decisions. Sure, God gets the blame when bad things happen because it's makes us feel better in denying the existence of God. But there is a God, who created man and gave him a choice, gave him hope in a sinful world for peace, but everyday people reject that.

Although God is all power-full, he is not a dictator. He is the giver of Life... These men had the ability to use their power for good, but instead they used it for evil...That was not God's fault in anyway, shape, or form. He gave them freedom of choice (just like to all of us.) And they could have done great things with their position of influence, but they chose not to. For that they will be judged one day. But to blame their mistakes and decisions on God... is silly... Sure, he could have prevented it, but then how loving would that have made God towards them. God see's the heart of an individual, and I am pretty sure that they weren't born evil. They were born into evil and allowed that to dictate their future. God is God either way!

"He" was obviously unable to prevent it. Given the state of the world, the standard model of God (omniscient, omnipresent, omnipotent, and benevolent) could not be true as is. Of course, ruling out any one of those would make said deity's existence possible, but would also make it either impotent or malevolent.
Personally, I feel the reason God is unable to prevent anything from happening is much simpler - nonexistence is a b*tch, ain't it?
Edit: Why is it that people always cop-out and say "free will, free will, it's their fault, not God's!" or something similar? One can choose "good" or "evil," but one's capacity for the latter could easily have been diminished, couldn't it? Instead, we see quite the opposite - name one person who has done good at the same level of magnitude as Hitler or Mao. Just try. No? EXACTLY.

God exists, just as evil exits...we are to accept the Good and the Bad, and of course the Ugly....but we all have what's call the WILL to do what's right and wrong...we all know this...God doesn't have to say do this or that....we all know it's wrong to kill and use people, but people do it anyways...it's not God, it's people if we expect God to do everything for us, then why would he need us? God gave us the intelligence, the knowledge and the soul and the love to live among each other, but we are easily swayed from doing what's right....

I agree with what the first guy wrote, God intended these people to be good but the devil corrupts people and he happened to get those bad men. Was He unable to prevent it? of course He could have but even though He is all merciful and loving everyone has to find heaven by themselves with His help. He will show them the way, He shows everyone the way it's just they don't listen to Him.

Why would God prevent it?
We had our chance, in Eden. We gave it up. We chose this world.
You mean you want God to start micromanaging the lives of people who can't listen to him on something as simple as not eating of the fruit of the Tree of the Knowledge of Good and Evil (something we still do)?
When did God become our personal baby sitter?
A little personal responsibility, folks, even if you don't believe in God!
