Humans and angels are very different. Both are created beings, but created differently.
So, babies in heaven will be as we are in heaven. Spirits until the resurection (rapture, taken up in the clouds) when we all receive our glorified bodies.
We do not become angels, nor can they become humans.

According to the Bible, all those who are not babtised (which includes aborted fetuses) will be condemned to hell, so no.
Fortunately I don't believe very much of what the Church has to say.
