What I dislike about your question, is the blanket statement "China doesn't have a real good safety record with anything." That is patently untrue. Putting the word anything in there is your Achilles Heel.

You have to remember, China is new at global markets and environmental issues. The USA has had decades to get it right, yet in many cases the USA is still wrong, I.E. still the largest contributor to green house gases.

China is working diligently on its environment and taking huge steps to curtail sending dangerous and defective products overseas as well as selling to their own people.

If China was as you say, then why is it that China has a life expectancy on par with the west? If China was a dangerous as you think, then people in China would be dropping like flies at 35 years old.

Signed, an ex pat from the USA who lives in the heart of China

Peace

It's an old technique. I'm sure it has effects, but I've not heard of harmful ones. Here's an interesting sidebar.

Back in the 1970's a guy named Lowell Ponte wrote a book ("The Cooling") suggesting we might be entering another ice age. He got his 15 minutes of fame out of it, and made a little money. He's been pretty much forgotten until the contrarians discovered him recently (he's now part of their religion). So here's the question:

What was his job before he wrote the book?

A) Bagger at Piggley-Wiggley

B) Inventing the Internet

C) Supervising cloud seeding over the Ho Chi Minh trail for the CIA during the Viet Nam war.

The correct answer is C

Its called cloud seeding. The US does it too. Its harmless. There are studies going on now to determine if cloud seeding could be used on a large scale to alter the course of hurricanes, or cause rain or other storms to appear. There is also the possibility, being found in these studies, of using these types of techniques for military use.

It has been done before, all over the world, not just China. It is called "cloud seeding". Google that or look it up in wikipedia if you are curious.
