The mark of the beast doesn't come until part way in the Tribulation period, but if what you posted above is true, it would be the forerunner of how the mark would be administered.

No, I don't think that that is the mark of the beast because the Bible says that the mark of the beast is 666. I think you should also recheck your facts about that story. They are often scams to get people riled up.
