It means that it's difficult to figure out exactly what is meant by the speaker.

For example, if you say "I love you" with a sarcastic tone, that's a mixed message. On the one hand, you're saying "I love you," but on the other hand, the sarcasm negates the love and actually turns it into a mocking making-fun-of-you insult.

OR, let's say a guy tells a woman that he wants to marry her and have children and be together forever one day, and then he doesn't speak to her or return her calls for a month. That's a mixed message, too. His words and his actions say completely different things.

It's when someone's body language or actions don't match what they are saying. When a girl says to call her and then never answers or returns your calls, you could be getting mixed messages. She says to call, but she's not actually taking the time to talk with you.

here's an example: someone you find attrractive is coming on to you, but at the same time telling you they are not interested in you "that way."
