Nope. Even if it were possible to move your legs that fast and survive that speed the human body isn't shaped right aerodynamically. He wouldn't be able to keep his feet on the ground.
There is a physics paper out there somewhere that I read about 15 years ago that broke down all of the problems with this beyond the obvious. It was a grad student paper done as an exercise in analyzing stress so don't get your hopes up that anyone thinks this is possible.
In the end the person needed a head that came to a needle point, they would have to run horizontally, the legs couldn't bend but instead would have to work like pistons and the list went on and on.
Oh and before he gets his hopes up for something slightly lower than the speed of sound - the runners joints blew out not far above what humans are able to run at now.
