Lots of reasons. he could have failed one too many PRTs in the past three eyars. he could have sub par evals. he could be in a rating that is severely overmanned and they are, for whatever reason unwilling to allow him to cross rate. If he is NCS, he will not be allowed to stay past his 15 Months AD as a matter of policy. If he is under PTS, he must request to stay in.. if he is unwilling to crossrate, and his rating is overmanned, they will not allow him to stay in. if he is willing to crossrate but doesn't qualify for anything they need, they won't let him stay in. If he is a problem child.. lots of counseling chits/trips to Captain's Mast, they won't let him stay in. High Year Tenure..you can stay at a certain paygrade only so many years without advancing before they kick you out.
some reasons would be his fault,some wouldn't. If he wants to stay in, he can look into the Reserves or go Blue to Green.

Everyone has been on track here; there really is many reasons that he would not be allowed to re-enlist and range from health issues, personality issues, not advancing to required rank, and so on. The only person who can tell you the reason is your husband and you should ask him.
The RE codes for the Navy and Marine will sometimes tell you the reason but often is just a broad "catch-all". RE4 can be either good, bad, or neutral as it means not eligible for re-enlistment. A letter may follow that indicates specific reason but is not always noted. I have an RE4 on my last discharge because I retired and it takes HQMC approval to re-enlist me, other RE4 could be for medical reason, disciplinary problems or just not recommended. The thing that affects your after the military life is not the RE code, as the RE code is normally not on the "public" DD214 due to the Privacy Act, but the type of discharge (Honorable, General, Bad Conduct, and so on). But the answer to your question is too many reasons and no one can tell you but your husband.

The first thing that popped into my head - maybe he has a P3 profile? I had to jump through hoops to re enlist because I can't pass a hearing test no matter how hard I study.
All he would really have to do is ask and/or push the issue. I don't think I've ever heard anyone talking of the Navy being overstaffed.

Unfortunately, there could be many reasons, Health, weight, Physical Readiness Test, or a skirmish with Command.
P.S. Make sure he reads his DD-214 Discharge papers very carefully before signing...
A "Re-Enlistment code of RE-4" can actually have a negative bearing on future Civilian Employment potential.
RE codes typically go from 1 (re-enlist anytime) to 4 (re-enlist almost "Never") , and combined with a Seperation Code can tell certain employers details of the Discharge...

The USN, right now anyway, is trying to downsize. He could be refused re-enlistment for a variety of reasons, his job is eliminated, there are too many people in the same job, he hasn't been promoted and has hit his retention control points (does the USN have that), he could have gotten into trouble and not told you, etc, etc. More information needs to be forthcoming.
If he is interested in staying in the military, perhaps he should look at another branch.

There could be a lot of reasons. I don't know the career code as I am married to Air Force, but it is possible it is being phased out. He may not have completed all his training or made his next rank in the time allowed. If he has failed any PT tests or had any problems within the command resulting in an letters or notation being placed in his record that could have bearing. If he has consistenly gotten low ratings on yearly reveiws and failed to meet improvement goals that could do it as well. If he has had any legal issues..in or out of the military over the past four years that could do it as well. All you can do is ask your husband.

My guess would be on the lines of a prt score if he has 3 failures in a row or is it one enlistment they cut you out and thats that. or he hit his higher ten year as an E-4 its 8yrs. Or being in the navy myself he pissed the wrong person off. I spent 7 yrs active and now I am a reservist I have seen this a lot in my time.

I was army, and it sounds like he is a SPC in army terms, which means the next rank int he army would be SGT which would make him an NCO, or a leader, their is a big differance between a SPC and a SGT, and if he does not go to the promotion board orwhatever the navy does to promote him to the leadership position, which would be the next rank up, then he has to RCP, which means he can only be the rank he is for so long, if he does not get promoted per the way the Navy promotes SPC to SGT's. I hope this makes sence. Deployments can either hender the promotion process or help a soldier out, if he did something wrong, he can't get promoted either. So he may just have not had enough time to do what he had to do to get promoted to the next rank. Like I said again, any other rank, they just get after so many months, but trying to get the next rank from SPC to SGT in this case is a totally differant matter, in the army, I had to go to a promotion board, which consisted of going in fron of a bunch of SGT's and having them ask me questions about the Army, then I had to go to PLDC, which is SGT school were I would learn to be a leader and how to land navigate from one point to another. Big differance for me from going to PV1 to PV2 to PFC to SPC and then from SPC to SGT was the big deal.

Could be many things. He may have too many years at his current pay grade. In the Marines you can only have 8 years as a Corporal, if you do not pick up Sergeant by then you cannot reenlist.
He could have gotten into some kind of trouble. He will have to tell you why he cannot reenlist.
