Because we Americans have allowed this custom to happen. The waiters make LESS than minimum wage, there are laws providing for this simply because tips are customary, but you are not obligated to tip.
I wish, en mass, we could stop tipping altogether, force the restaurants to pay a living wage, and let the restaurant owners compete for customers by offering good food at the best price....just like every other business.
Waiters needing handouts is not the way working people should live. And customers shouldn't feel obligated to pay over and above the price on the menu.

Well I'm not a waitress however I use to ask myself the same question til I realized that they make 2.15 an hour even though they signed up for the job realistically can anyone live off of that to take care of their families when you have a waiter or waitress who is giving you excellent serivice and going out of their way to make you happy being that these days (GooD Customer Service is hard to find) it's nice to show apreciation for that you are tipping for quaility purposes it's always nice to tip 15% and it's alo repectful and only if the service is GOOD

They are not included in the minimum wage for some reason. The wait staff at a nearby four-star restaurant make 2.10 an hour, or at least they did when I went to college. I rarely eat out because I can't afford both the high prices of the food AND a tip.
