If it is cranking for that 10 seconds then it is probably not a starter or starter solenoid issue.
It is difficult to understand your post but it looks like you have to crank it for a long time to get it to start and when you turn it off it continues to run for up to 20 sec. If that is correct then it is not a fuel delivery issue, not a starter or solenoid issue, and not a choke issue. There could be an issue with the choke adjustment causing the long crank to start but that is not the cause of it continuing to run.
You need to check your timing and carb adjustments. Make sure your idle and timing are set properly. Dieseling (continuing to run after turned off) might be caused by incorrect air/fuel mixture (running to rich or lean), idle set too high, timing not set right, engine running too hot etc.
I would start with the timing, get yourself a timing light and let us know what the timing is set at and if all of the ignition components are stock or modified at all so we can let you know what your timing should be set at
Just from the symptoms that you describe (not knowing anything else about the car or symptoms) you do NOT need a new fuel pump

OK when it does open the hood remove the air cleaner, while looking in the carb hit the throttle. does it spray fuel if so it aint the delivery system. I would look at a dirty carb or simply too low rpm set or bad fuel mixture.....
Oh ya check the choke, when cold it it should never be shut tight only loosely adjusted, that may be too tight.
If all this seems good then I would look at replacing the points, distributor cap and rotor.

it could be a carb problem, try adjusting the choke, remember 2 pumps when cold and none when hot and it should start right up. or it could need a tune-up.
if it's flooded, hold the accelerator to the floor to start, this can be caused by a bad float
if it runs ok, then your fuel pump is probably ok. it uses the gas in the carb to start, so the pump has little to do with starting.

How long has it been since the carbs been rebuilt or cleaned out? Also the fuel filter and how long will it sit between start ups? You might want to adress all those issues.

Make sure the solenoid and points are good and above all you might need to replace the coil you see the coil may put out spark but is it enough, Also look inside of dist, cap for burnt marks , hope this helps.

Sounds antique? Do you have an antique auto mechanic show you how to adjust the ignition points with a Dwell meter and set the ignition timing with a light.
