I thought that some states just passed a law that they require a valid passport in order to leave their state. For instance Illinois as of January 16, 2016. Could anyone say a positive yer? Where should I call?

Of course not!!!
Passports are for travel across country borders. I sure hope that you are very young and this is a super-cute question rather than the alternative :-)

specific, everywhere you like to circulate. you do no longer prefer a US passport to circulate everywhere, you may fly or stress to everywhere you like as long as you do no longer go out US territory. as an occasion, you may get in a motor vehicle in Florida, stress to long island, then stress to California in case you like to take action, or take a enjoyed ones flight or practice. All you like is an identity, to ascertain who you're!

Definitely not.
On some occasions, however, such as obtaining a drivers license. a passport is considered one of the proofs that you MAY use.
