Like all females she is playing hard to get? She may not be ready to breed to help her reach breeding condition,try soaked and sprouting seed, sunflower, millet, a little hemp and Dandelion leaves if possible seeding heads before they Fluff and if you can get hold of some seeding grass,they will welcome it.

Excuse me! Have I got this right? Your parakeets are not breeding! He dances, sings, fans his tail and feeds her but won't breed. I'm sorry to say but they are breeding, or at least getting ready to. What do you think his displays are all about? He is wooing her! He is getting her all excited! Hopefully, she'll lay an egg for him to sit on and fertilise. Admit it! You are a fool, you've been staying up all night, waiting for him to mount her and give her one LOL Birds do NOT mate like humans! Females lay eggs and males mount the eggs to fertilise them. No physical entries between the two whatsoever. I bet you had a video camera waiting so you could upload two birds mating, to You Tube, didn't you? LOL

Don't watch and they will surprise you! They need alot of light about 14 hours a day to get their hormones right. About the egg being fertilized after it is laid that is completely bogus. They do mate I have seen my birds doing it many times! Some birds mate before each egg is laid. They also need a nest box, the male checks it out and then the female has to approve it by going in. Good luck, but watch them when they do have babies sometimes this species stops feeding their young.

Although this is strange behavior, it is not unheard of.
I have a pair of cockatiels who exhibit the exact same behavior. They have not, however, mated in 3 years !

He sings to her, feeds her, and does the wing displays, but no more than that !

Some males simply don't or cannot complete the cycle! Our other birds have mated , and we have had many little birds. But not from this pair.

I think you need to break out the candles and the mood music and allow them some time alone, if you ask me, LOL
