The "buzz" you refer to doesn't have to do with "lack of oxygen", as one of the answerers wrote; it has to do with the nicotine, a powerful neuro-transmitter found in tobacco products. It occurs when there is an overload of neuro-transmitters in the brain.
When one starts using tobacco this buzz occurs due to the affect nicotine has on the nerve cells in the brain. The body adjusts by reducing its own natural neuro-transmitters and, therefore, after some time it takes more tobacco to create this same affect. Eventually the body reduces this production to the point where you need more nicotine just to feel normal; this is what addiction is about.
Upon addiction you will most likely not feel the "buzz" much, if at all but, instead, would be using tobacco just to retain a normal amount of nuero-transmitters in your brain since your brain's cells have reduced their own, previous, natural production.
As such, the tobacco product that gives you the biggest buzz will be the one with the highest level of nicotine. If you're referring to cigarettes, as opposed to pipes, chewing products, etc., the most commonly available cigarette with the highest nicotine is Pall Mall unfilters, though there are others with slightly higher levels.

Uhm, tobacco doesn't give people a 'buzz'. If anything, you may feel a bit light headed after the first time you smoke a cigarette because of lack of oxygen. In fact, you'll get the same thing holding your breath. Once your body adjusts to cigarettes, you won't get that 'buzz' anymore.
If you want to smoke something for a 'buzz' you should smoke marijuana. It's much safer than alcohol and tobacco and about as addicting as popcorn, but smoking marijuana is not so good for the lungs. I think you're better off eating marijuana. This doesn't cause any bodily harm and offers a great 'buzz', but with anything else, use it responsibly and in moderation. Of course, due to arbitrary laws in many countries it's illegal.

It looks like you are interested in getting yourself a "buzz" as I noticed more than one question by you on the subject.
Consider getting some counseling for your "buzz" craving instead of behaving like a drug seeker. You can ask your school adviser or physician. In the long run you will be healthier and happier.
