The way I do to my 4 yr old niece, works every time.
(With eyes wide open and a curious look to the hat, and do not look at your baby at all.)
"Oh MY! Look at this special hat!
(Look in the mirror and try it on, do not look at her!)
"Wow! I feel like a princess, you know what? I think the princess wore this hat once!"
(Peek at her to see if she's interested.)
"It's a bit small on me, I wonder if there's a little girl who would like this hat more than anything?"

You need to role model by wearing a hat also. Be firm with her and don't let her play outside without the hat. If she takes it off, end playtime and try again later. Putting the hat on then doing a fun activity may help. My son hated hats with a tie under the chin and I got him a hat with an drawstring band which tightened around his head and grew with him. Persevere with her though because doing it hard now will be of benefit to her in the long run with sun safety!!

I don't think there is an easy answer. Besides making it exciting to wear the hat by buying one with her favorite character or making a big deal out of how cute she is in it you might just be stuck putting some SPF 50 on her. If that is the case be sure to get any parts she has in her scalp and her ears.
You can also try putting it on her and immediately distracting her so she forgets it is there.
Two year olds are difficult to get compliance out of...even if it is for their benefit.

My 2 year old did this while we were on vacation in the States. It was very hot and sunny in Ohio and whenever she took her hat off and refused to put it back on I'd take her into the house and she wouldn't be allowed back out until she put her hat back on. Kids at this age know exactly what they're doing. You have to let them know who's the boss. Once my little girl put her hat back on I allowed her to go back out and play in her little pool. No huge argument or tantrum..I was very calm about it all but she knew that she wasn't going to be allowed outside without her hat.

I never would wear a hat either. Or a hood on my jacket. My mom hated it, and she kept trying.
I just always felt like it was strangling me or something. Maybe it's the "type" of hat that's the problem. If it covers her ears, she might not like the way that feels. At least that's why I didn't like them. Maybe just take her to a shop and let her test-drive every single hat on the planet. She's bound to see one that she likes.
Just be glad she wears *clothes*. When my oldest was 2, he went through a stage of stripping down starkers and streaking through our house and yard. I caught a LOT of nasty stares from my neighbors back then, but I just gave up yelling at him. He eventually stopped, thank heavens...

Put a hat on her doll or offer her a reward (like a new coloring book) if she keeps it on. Point out other children that are wearing their hats. It's hard to convince a two year old of anything, really!! Good luck :)

Take the hat off and try to give it away to some cute little kid on the street while telling the other baby that she looks too cute for words.
She is a girl after all...she won't want someone else looking cuter than she does!

Tell her she can't wear it cos you are, then sit there looking a right wally pretending it is a really cool hat that fits your head just right and see if she suddenly wants it once she can't have it. Then if she does want it make a big hooha about how you really like it but give it to her in the end.

how I got my girls to wear a hat is at that age let her go and pick one out first of all then I took a lot of pictures with the hat on, and showed it to various family members for them to OOo and ahh at put on a big production, after that I couldnt get them to take it off, one even slept in the hat!
basically with the girls flattery has gotten me everywhere

Offer her a deal. Hat wearing in exchange for ice-cream.
But be tough about it. Even two year olds understand basic economics when there's an ice-cream in it for them.
