1 bus driver X 2 legs = 2 legs
14+1372+2=1388 legs are inside the bus.
You don't count the "7 small cats" that each cat has because they are not on the bus (otherwise how can you only have 7 cats in each bag and then add 49 more to each bag?). The 7 small cats must all be somewhere else since the question does not state that they are inside the bus like it does with the girls and the bags.
Another spin on the riddle could be that the bags are technically not INSIDE the bus since the bags would be in the cargo area and not the cab area, but I personally would still consider that to be inside the bus. In that case it would be 16 legs INSIDE THE BUS.
