I am a working holiday maker in uk, i wish to change my visa to HSMP as I am 27 now and qualified for the requirement, but one of the rule of changing from WHM to HSMP is the applicant must be in uk for at least 12 months. The problem is after 12 months i will be 28 and not qualified for HSMP anymore. So my question is can I apply HSMP if I am less than 1 year in uk, say 9 months?

There is no upper age limit to apply for the HSMP. I don't know where you got that from. You can be 45 and still apply for the HSMP. The only difference is if you are under 28 you get a few bonus points (5 to be exact) towards your final score. If you are over 28, you don't get these points, so you will need to make them up somewhere else.
