Well, I think talking to your doctor would be a good idea. S/he'll probably say what everyone else says, and that's eat less and exercise more. :-) However, a doctor can give you good ideas on how to set up a program that will allow you to reach your healthy weight without harming yourself.
I'd skip the hashed browns. Try to get your butt out of bed in the a.m., if for no other reason than you'll have to when school starts. Cold cereal (go for a high-fiber, low-sugar kind... I love Kashi GoLean Crunch) with skim milk, or soy if you like it. Once in awhile, grab a smoothie you make yourself. Eat lunch, too. Eat move veggies. Lots of veggies.
Once, I gained a bunch of weight and lost it in the time it took to gain it. All I did was go back to my vegetarian diet and switch to whole grains, plus go for a walk every day.
I guarantee that if you give up refined sugars and grains you'll drop some weight.
And drink more water. Join a team in school? Good luck and be healthy!
PS- Experiment with adding vegetarian, vegan, and raw meals... try one a week.
Also, learn how to bake. It sounds counter-intuitive, but if you know how, you can promise yourself you won't purchase treats. If you have to actually make them yourself, you can't eat them on impulse... plus you can give them to your friends.

First let me say that the human body puts on at maximum about two pounds a week and loses at maximum two pounds a week. People who lose more almost always yo-yo they deprive themselves of one vital nutritional factor and when they start taking it in again the body instantly puts on that weight again.
Second a warning at 12 you're still developing and you want to keep your exercise light, because as much as you might want to look good for... I'm guessing the girls who have started appearing increasingly attractive, a serious injury can mess you up for life.
Now for the advice, you are definitely on the right track with water it fills you up so you don't feel hungry all the time. Second try and eat lots of small meals throughout the day, rather than one or two large ones ESPECIALLY BREAKFAST!!! research has shown people dieting who eat breakfast generally do about 50% better than people who don't. Snack on things like fruit, yogurt, simple carbohydrates (breads, whole grains) , and protein such as chicken or fish if possible. AVOID SODA POP AS IF IT WAS SATAN HIMSELF, soda has so many calories, and sugars from corn syrup it is possibly one of the worst things for a dieter.
Exercise you really are on the right track with your exercise, try and do aerobic exercise, running, swimming, bicycling as much as possible. Try to motivate to exercise for an 30 minutes to an hour three times a week. See if your mom will enroll you in a sport or activity, like soccer or karate anything with lots of movement in it. As for lifting weights I'd avoid it, you want to tone and weights are good for that but without a trainer you can A) train the wrong parts or not see the results you want or B) hurt yourself. Stick with activities that you really sweat at. Finally if there is a specific part of your body that seems to be pudgier than the rest, some moderate exercise directed to it will really help. Example a pudgy midsection can be helped by some sit ups and crunches.
I'd like to give you one last note, at 12 once again you need a little fat for proper development and growth, do not try for a ripped body like you see in abrecrombie ads, it's not healthy at your age. Also don't be discouraged if at first the weight does not melt away your body will initially convert some fat to muscle so you will be denser but not much lighter.
Good Luck,
John
Sorry one more PS try and get on a more normal sleep cycle your body works more efficiently in a day/night schedule then a random sleep pattern.
