My dog has two small sores on the penis. There's also a scratch. He is showing signs of discomfort.?

He is probably bitten by some insect or perhaps sat on some place dirty and got infected. Usually places where there are bird droppings or something. The best thing you can do is take him to the vet. He will probably need an antibiotic jab and some lotion to apply on the area. Remember, he may be in pain and can be very unhappy. SO when you apply the lotion watch out for the head cause he might snap. NOT because he is going crazy but the pain just got into him. So be understanding and dont blame the dog. Further more, if he were to be given an antibiotic jab, in future you may notice a slight buldge on the back of his head. Do not be alarmed, its just the after effect of the antibiotics and should go off in time.
So hurry and take him to the vet

Ouch!!! You need to take him to a vet. He's the only one who can tell you what the problem is! Poor baby, must be in so much pain, especially in that area!
