I think it came from the Tower of Babel, when god confused the languages. He messed up the speach of fake Texans.

But penguin, you misunderstand. God is infinitely wise -- he deprived President Bush (phuH) of the necessary brain cells to understand any of those problems. So Bush doesn't even KNOW those are problems. He's the decider, not the understander.
