Spirits are never destroyed. They are eternal beings.
As to why some get a measure of deliverance and are afflicted again later, sometimes more severely, Jesus gave the answer in Matthew 12:43-45
"When an evil spirit comes out of a man, it goes through arid places seeking rest and does not find it. Then it says, 'I will return to the house I left.' When it arrives, it finds the house unoccupied, swept clean and put in order.
Then it goes and takes with it seven other spirits more wicked than itself, and they go in and live there. And the final condition of that man is worse than the first. "
The problem is, the spirit returns and finds the house "unoccupied".
Christians are called to be temples of the Holy Spirit.
If one does not fill up their life with the things of God, then Satan will gain a foothold. In Ephesians 4:27 we are plainly warned:
"and do not give the devil a foothold."
James says:
"Submit yourselves, then, to God. Resist the devil, and he will flee from you."
James 4:7
Peter says:
"Be self-controlled and alert. Your enemy the devil prowls around like a roaring lion looking for someone to devour. Resist him, standing firm in the faith, because you know that your brothers throughout the world are undergoing the same kind of sufferings." I Peter 5:8-9
If we don't take the plain admonitions od Scripture to heart, we alone will pay the consequences.
Nevertheless:
"Whosoever shall call upon the name of the Lord shall be saved (delivered)"
Romans 10:13

Demons are eternal beings that roam this earth until being tossed into the Lake of Fire in the future.Though it should be noted that a true Christian can't be possessed.And anyone delivered from demons are free of them if they are true Believers.Watch those shows a little more attentively and see all the catholic icons around most people.Or listen to the person and you will see these people are not Christians.

I understand what you're going. I suffer from schizophrenia and its hard. I have trouble too because I hear voices that seem demonic in a sense. I know where you're coming from. I've found that most people, even your priest, is uneducated about what you're actually going through so most of the time no help will come from anyone but yourself. You have to work through this and yes its been five years but somehow you must find a way to cope. You can email me anytime you want to talk about it.

Evil spirits are the demons. The angels who were created good but decided, using their free will, to follow Satan instead of God.
Some of these are the ones mentioned in Matthew 8; 23-31.
When Jesus ordered them to come out of the man, this is what they said;
(Matthew 8:29) And, look! they screamed, saying: “What have we to do with you, Son of God? Did you come here to torment us before the appointed time?”
BEFORE THE APPOINTED TIME....
God has set a time when they are all to be destroyed...and not before.
(Matthew 24:36) “Concerning that day and hour nobody knows, neither the angels of the heavens nor the Son, but only the Father.
Not even Jesus knows this time.

If you look at how Jesus expelled spirits, you will see that he did so simply, no chanting, no incense, no crosses...these are devices for charlatans who must impress the humans around them, but do nothing to the spirit, except make it laugh. If Jesus sees fit to grant somebody the power to expell, then so be it. A silent prayer would be enough.

Evil spirits will be destroyed in hell at the last day. Until then, well, we humans don't have the power to kill them. What you've observed is spiritual warfare, and it's flat-out real. Evil spirits keep coming back because Satan is out after the same people and territory God is out after. The Lord is more powerful, but Satan is not weak. This is a real war.

these works are of the human mind so made of .... nothing
................
Desiderata
Go placidly amid the noise and haste,
and remember what peace there may be in silence.
As far as possible without surrender
be on good terms with all persons.
Speak your truth quietly and clearly;
and listen to others,
even the dull and the ignorant;
they too have their story.
Avoid loud and aggressive persons,
they are vexations to the spirit.
If you compare yourself with others,
you may become vain and bitter;
for always there will be greater and lesser persons than yourself.
Enjoy your achievements as well as your plans.
Keep interested in your own career, however humble;
it is a real possession in the changing fortunes of time.
Exercise caution in your business affairs;
for the world is full of trickery.
But let this not blind you to what virtue there is;
many persons strive for high ideals;
and everywhere life is full of heroism.
Be yourself.
Especially, do not feign affection.
Neither be cynical about love;
for in the face of all aridity and disenchantment
it is as perennial as the grass.
Take kindly the counsel of the years,
gracefully surrendering the things of youth.
Nurture strength of spirit to shield you in sudden misfortune.
But do not distress yourself with dark imaginings.
Many fears are born of fatigue and loneliness.
Beyond a wholesome discipline,
be gentle with yourself.
You are a child of the universe,
no less than the trees and the stars;
you have a right to be here.
And whether or not it is clear to you,
no doubt the universe is unfolding as it should.
Therefore be at peace with God,
whatever you conceive Him to be,
and whatever your labors and aspirations,
in the noisy confusion of life keep peace with your soul.
With all its sham, drudgery, and broken dreams,
it is still a beautiful world.
Be cheerful.
Strive to be happy.

This is just my opinion because I think it's all fake anyway.
A smart demon would possess the head of a church. This way he could get away with it's evil acts and at the same time mislead the weak minded down the path to hell and they wouldn't even know it.

perhaps it is because there is no change in the environment that allowed the evil spirits in the first place.
once cast out, does the person change their behavior like through repentance, or is the home rebuilt and dedicated to God? probably not. so it's like trying to get rid of cockroaches or fleas...they keep returning to the environment because it is still welcoming to them.
