Some people say that the Watchtower Bible and Tract Society is nothing more than a legal entity of the Jehovah's Witness religion. But others say that all (most?) Jehovah's Witnesses are voting members of the Watchtower organization. So which is it?

Clarification: I meant if they are able to vote on matters concerning their religious organization (not politics or worldly governments)

They follow the WBTS blindly and without question.....I have never seen a JW ( except for in this forum) openly question anything they were told to do think or say by the WBTS.

No.

In the United States and around the globe, there are multiple corporations and other legal entities with the name (or a name similar to) "Watchtower Society". The overwhelming majority of Jehovah's Witness individuals have no real connection or responsibility to these legal entities.

I don't think they believe in voting! From what I understand the Watchtower Society makes all the rules and they are discouraged from being non compliant.

One witness even said the WTBS had nothing to do with doctrine. I am sure that is news to the society
