That's assuming God doesn't help them.
Let's say you're the general of an army, and you have the perfect plan. The plan is so perfect, it's absolutely flawless in every way. The only thing that would stop the plan from working is the soldiers who have to carry out the orders.
It's God's followers that are supposed to do God's work. This is how God works. If He interfered in the world again, He'd come bringing fire and brimstone. Would you rather a few people starve, or the whole world burn?

Well, by looking at your avatar, and your name, you are not talking about the God that I worship, which is Jesus Christ. But, I will answer it as if you were talking about my God, and say this; There are people on this earth who are suppose to help those who are in need. Christians do that all the time, and I am very positive there are many missionaries in Africa, and I am always hearing about organisations which send food and money to Africa. God works through these people. That's how it works with our God. We are the BODY of Christ, and we do His work while we are here on earth. Now, I have a question for you. Does Islam help the needy, and give to the poor, and have missionaries they support financially, and spiritually, so they can go do this work? Just asking.

That's actually a horrible question to ask...but at least it wasn't hateful (does sound a little sarcastic, tho). A true believer knows that you were placed on this Earth to co-exist with all of nature. Man, causing most of the problems that encounter individual cultures, is the primary reason that starvation exists, anywhere. In Africa's case, population boom has hindered prosperous survival. A problem that is caused directly by man. In the order of things, they will eventually learn that they are responsible for the horrible conditions within their villages, and hopefully figure out how to resolve the situation, themselves.

Like Ismail said; Africa is able to act as the "Food Market" of the world.. but it didn't...
Wars, Racism "Between Blacks and each other!!" and destruction.
Let's not forget that the West.. when it conquesred the African's.. It applied on them certain rules and borders that don't suit their life and ruined their future.
I don't completely blame the West.. Africans were able to get over this.. but they started fighting.. In this very moment some beneficiary came to sell weapons and gain.. Some people gain from death and blood as they forgot that this world has an Owner.
tell me how would this poor African man, who can barely eat, find an Uzi machine Gun?

If God willed He could have made everyone as ONE nation and all in one way. He raised some above the other in status, richness, ablities etc. so that to test man in their given means. God did give Africans much resources and power. They are energetic than most of us. God didn't ask them to utilize that power to fight one another which is what happens in most parts of Africa. They can also work hard and achieve a normal life like we all do. God in fact helps those that helps themselves.

Because what causes the starvation is corruption in African government and the African civil service and in African business. If the people in power stopped stealing, and if everyone in Africa who has a decent income actually started paying their taxes, Africa would not need any aid and there would be no starvation there.

Why don't we.God wants to help them and God is helping them.He is the only reason that they are still alive.If we would just pray harder and be more sincere then God would help them.He's not just going to snap his fingers though.That's why were here.God wants to work his miracles through us.But some of us are just to stubborn to listen to him.

Corruption within the countries infrastructure
of a few individuals collaborating with outside countries in selling out its many valuble resources gold, oil, diamonds, etc....
Leaving the country stripped with few rich and many needy.
Its every man for himself in a sense, resulting in a very unequal distrubution
of revenue due to corruption.
